I came across this issue which completely baffled me!
I have a site which is using Artio JoomSEF for it's SEF url generation, and lots of very long articles which needed splitting into pages, however using the page break feature was generating URL's which pointed at <rooturl>/#page1 when they should link to <rooturl>/pagename/#page1.
Something was messing about with the anchors in the page and not creating the URL's correctly.
After a quick post on the Artio forums, Jan helped me identify that the problem was with the generation of the base url - under Plugin: System - ARTIO JoomSEF I had to set the "Set page base href value" to "No - leave original" and it seems to work (except for the "top" links, working on that one!")
